    From the mountains, to the sea.

    Cawthron’s refreshed science plan, Mai i ngā maunga, ki te moana, sets out how our science can make the greatest difference for Aotearoa New Zealand and the wider Pacific.

    Our work will help address some of the most pressing challenges facing communities today, including climate change, biodiversity loss, food security, environmental degradation and growing biosecurity and food safety risks.

    Aquatic ecosystems are fundamental to the health, wellbeing and prosperity of our communities. Through trusted research, monitoring, diagnostics, prediction and decision support, Cawthron will provide the knowledge and practical solutions needed to protect these ecosystems and support informed decisions about their future.

    The plan focuses on three interconnected priorities or ‘Science missions’: restoring and sustaining healthy aquatic ecosystems, enabling sustainable value from marine and freshwater resources within ecological limits, and reducing risks to people, the environment and the economy.

    Sustainable Blue Growth

    Marine and freshwater resources can support nutritious food, high-value products, regional development and climate-resilient livelihoods, but growth must occur within environmental limits. Cawthron works with partners to develop low-impact, high-value opportunities across aquaculture, algae, bioactives, blue technology and marine biotechnology. Our research supports more resilient aquaculture systems, unlocks new uses for aquatic resources, and helps ensure blue economy development contributes to environmental health, community wellbeing and long-term prosperity.

    Managing Risk

    Aquatic environments face increasing threats from invasive species, harmful algal blooms, food safety hazards, aquatic animal disease, contaminants and climate-related change. These risks can move quickly and affect ecosystems, industries, markets and public wellbeing. Cawthron helps partners anticipate, detect and manage these threats through biosecurity science, aquatic animal health expertise, food safety research, risk frameworks, monitoring and decision support. This work strengthens preparedness and helps protect people, aquatic environments and industry.

    Thriving Aquatic Ecosystems

    Marine and freshwater environments support biodiversity, cultural values, livelihoods and regional prosperity, but many are being degraded by land-use change, pollution, habitat loss and climate impacts. Cawthron works with Māori, communities, councils, industry and government agencies to understand aquatic system health and support effective restoration. Our science helps identify what is changing, where pressures are coming from, and which actions are most likely to deliver lasting improvement - from mountains to sea.

These long-term initiatives enable the scale of research, innovation and collaboration needed to deliver lasting environmental, social and economic benefits. We are seeking partners and funders to help realise their full potential.

    Mountains to Sea: Te Tauihu

    Working with partners in Te Tauihu (the top of New Zealand’s South Island) to coordinate freshwater, estuarine, coastal and marine restoration, establish dedicated restoration capability, pilot new aquatic restoration solutions and develop best practice guidance that can support catchment-level action.

    Advancing Ecological Aquaculture

    Developing aquaculture approaches that improve environmental performance while supporting food production, livelihoods and resilience. This includes advancing regenerative farming methods, enhancing biodiversity and productivity, reducing carbon impacts, and supporting systems that contribute to coastal resilience and community wellbeing.

    Blue Climate Solutions

    Building the evidence, tools and partnerships needed to assess where aquatic and ocean-based climate solutions can deliver real benefits, where their limits and risks sit, and how they can be designed responsibly to support long-term adaptation, mitigation and ecosystem resilience.

    Pacific Blue Foods

    Working alongside Pacific partners to strengthen climate-compatible coastal economies and aquatic food systems. This includes building capability in ecosystem monitoring, food safety, sustainability, aquaculture resilience, aquatic pest and disease management, and supporting the policy and governance settings needed for long-term impact.
